With many projects, the design is not going into uncharted territory. The business is likely to have existing marketing material and other resources that the design may need to work with.

If your business has not provided any files or references of existing material, then it is a good precaution for these to be provided at the outset to the designers. It is much better to get these beforehand to save time.
